"(...) Over the past decade, artificial intelligence (AI) has garnered increasing attention, particularly with the advent of the Big Data movement in the mid-2010s. This has prompted organisations, including Public Employment Services (PES), to explore its potential application. Recently, PES across Europe have been increasingly exploring AI possibilities, ranging from pilots and Proof of Concepts (PoC) to integrated applications in daily operations, such as competency-based matching engines. While PES are forming a better understanding of the concept of AI and its influencing factors, the value of AI in PES needs to be further explored and understood. More literature and evidence will help PES to measure their AI initiatives' outcomes against inputs and help to define AI more concretely. This report focuses on the growing adoption of AI by PES across Europe and its potential impact on their operations. AI offers promising benefits for PES, such as improved service delivery, effectiveness, and efficiency. Assessing the full business value of AI is important, although this can be difficult because of the rapid evolution of AI technology. This report presents an overview of AI practices in European PES, analyses their impact and reviews the contextual factors influencing implementation and PES’ experiences. It also outlines the opportunities that AI offers within PES processes and services. Through qualitative research, including desk research and interviews with 11 selected PES, the report explores AI applications in PES operations and business processes such as jobseeker profiling, career guidance and matching. Its findings should help to guide PES practitioners towards understanding the potential benefits and challenges of adopting AI, using insights from promising practices and lessons learned from early adopters.
